Soak the dried tomatoes in lukewarm water until softened. Drain and roughly chop them. Cut the garlic cloves in half lengthwise, remove the germ, and thinly slice crosswise. Cut the cabbage into bite-size pieces.

Note:

Reserve about 2 tablespoons of the soaking liquid from the dried tomatoes.

Add the olive oil to a frying pan and heat over low heat. Add the garlic and anchovies, and sauté until fragrant. Add the dried tomatoes and cabbage, and cook until softened. Add the spaghetti, the reserved soaking liquid from the dried tomatoes, salt, and black pepper, and toss briefly to combine.
